Plot
In western China, 48 BC, a group called the Silk Road Protection Squad patrols the land, attempting to prevent battles and to promote the idea of peace. Huo An (Jackie Chan), the captain, successfully averts a fight between a band of White Indians and a band of Huns. Later, the Hun princess tries to start a romance with Huo An, but he declines. Huo An and his men return to their unnamed home city, where Hou An's wife serves as a school-teacher for orphans. To his dismay, the government uncovers evidence that someone in his group is corrupt, causing his entire group to be sentenced to construction work at Goose Gate, a ruined fortress on the frontier.Not long after, Goose Gate is threatened by a Roman legion in need of water and supplies, among which is a boy named Publius (Jozef Waite). After a stale-mated duel between Hou An and Lucius (John Cusack), the enemy general, the latter agrees not to assault the city in return for being allowed inside. The Romans use their superior engineering skills to speed up the construction work, an act which increases the morale and happiness of the inhabitants, who are divided among several different races, including Chinese, Uighur, and Turkic. In return, Huo An sends people to guide Lucius's envoys to the Parthian Empire, where they will deliver an important message.
Lucius reveals that he is fleeing from a corrupt consul named Tiberius, who killed his own father in order to inherit that position. Lucius is trying to protect Publius, who is Tiberius' younger brother, but Tiberius is approaching the place with 100,000 soldiers. Huo An insists on helping Lucius, pointing out that Tiberius is a threat to the safety of the entire Silk Road area. Real-izing that his own boss might be secretly working with Tiberius, Huo An returns to his home city to rescue his wife, but she is killed by an arrow. When Huo An returns to Goose Gate, he finds it captured by a corrupt Chinese official, who has imprisoned the legion and is waiting for the Tiberius's arrival.
The corrupt official imprisons Huo An, but the fortress inhabitants, inspired by Huo An's selflessness, break the prison. Huo An, the legion, and the others try to fight their way through Tiberius's soldiers but are ultimately cornered. At that moment, the White Indian and Hun armies from earlier, as well as Uighur and Turkic armies, appear in order to destroy Tiberius. After they take heavy casualties, the Parthians arrive, having been notified of the murder of Tiberius's father, whom they had a treaty with. Tiberius's army loses the will to fight, seeing that they are heavily outnumbered. At this point, Huo An offers to duel Tiberius. Though Tiberius disarms Huo An, the latter whips Tiberius using a leather strap with such force that Tiberius starts bleeding and ultimately dies. In recognition of the bravery of Lucius's legion, they are awarded the right to build a city along the Silk Road, which they call Regum.
